TMC Reports

Root Investigation

Section 3.3.3 of AS4970-2009 ‘Protection of Trees on Development Sites’ states that if the development is considered to be a ‘major encroachment’ the arborist must determine that the tree would remain viable which may require a root investigation.

The root investigation is a process of non-destructive digging (usually undertaken via hydro excavation or compressed air) to uncover the root system of a tree without comprising the tree’s long-term viability. Any encountered tree roots must be documented and detailed in an accompanying root investigation report with a conclusion determining the likelihood of the tree remaining viable post construction.

This service is generally required when development is proposed to be a ‘major encroachment on a tree required to be retained.

Tree Management Plan

The tree management plan is a step by step guide on how construction must take place in order to ensure that the assessed trees would remain viable. It must be specific and be accompanied by a tree protection plan.

This report is generally a condition in order to comply with a council permit and may be required to be completed in order for the development to be approved.

Arboricultural Impact Assessment

The arboricultural impact assessment is intended to determine the potential impact that the proposed development may have on the assessed trees and to provide recommendations to ensure that the assessed trees would remain viable post construction. The retention value, protection zones, permit requirements and condition of the assessed trees is also required to be addressed in this type of report.

This report is useful to determine if any construction measures are required to ensure that the proposed development will not compromise the long-term viability of the assessed trees.

Preliminary Arboricultural Report

The preliminary assessment intended for planners, architects and designers to determine the retention value, protection zones, permit requirements and condition of the assessed trees.

This report is useful for planners, architects and builders to design their development in the most effective way possible, in the event that the assessed trees are required to be protected.

Project Arborist Services

Project arborist services may be requested by Council in order for the development to be approved. Project arborist services generally include meetings with site supervisors and contractors, arborist supervision and site inspections. Each time a project arborist is engaged a relative document pertaining to assessment and findings will be provided.

Project arborist services are usually recommended in a planning permit or tree management plan.

Verbal Consultation

A verbal consultation is useful for clients wanting advice on tree retention value, tree protection zones, permit requirements and a brief description on what would be required to ensure that the assessed trees would remain viable.


This service is suitable for clients who are contemplating development or are in the early stages of development who do not require anything in writing.

Tree Protection Plan

The tree protection plan is a plan to scale showing the tree protection measures recommended in an accompanying tree management plan. This must include accurate tree locations, tree protection zones, structural root zones and any protection measures required (e.g. tree protection fencing, ground protection, arborist supervision etc.)

This report is generally a condition in order to comply with a council permit and may be required to be completed in order for the development to be approved.

Risk Assessments

A tree risk assessment determines the level of risk that an individual tree poses. The level of risk is determined by a combined measure of the likelihood and

consequences of tree failure. 


All of our Arborists are trained and certified in using the Quantified Tree Risk Assessment (QTRA) system, which quantifies the risk of significant harm from tree failure in a way that enables tree managers to balance safety with tree values and operate to predetermined limits of tolerable or

acceptable risk.


This type of report is commonly associated with applying for the pruning or removal of trees that require a

permit to be removed.


Contract Council Services

TMC Reports can offer its Arboricultural services to all Councils, whether it be on a short-term basis or for ongoing contract works. Our services include, but are not limited to: power-line vegetation auditing, new tree planting auditing, GPS surveying, tree permit compliance, street tree vehicle crossover development consulting, Council asset protection and management, construction and development reports, risk/health assessments and root investigations.


We have experience in assisting Councils within the Melbourne region and are able to offer our services statewide. All of our Arborist have a minimum Certificate 5 qualification and we use industry leading tools and software.


Landscape Plans

Landscape plan is a detailed document that outlines the design and layout of outdoor spaces. Our experienced team creates comprehensive landscape plans that align with regulations and client preferences.


The plan maximises functionality, enhances aesthetics, and promotes sustainability. 

Landscape plans may be required when obtaining a planning permit for new house construction.

School Risk Assessments

A school risk assessment looks at prominent trees within school grounds and determines each tree’s level of risk. This report is essential in determining which trees pose an unacceptable level of risk, and it also helps inform managers where best to allocate their tree maintenance budget. 


Schools are required to manage trees on school sites as part of schools OH&S responsibilities. Schools must engage an arborist to undertake an annual tree integrity audit inspection, following advice from OHS Risk Management Policy and the Contractor OHS Management Policy.

A TMC school tree risk assessment report will ensure that the schools Occupational Health and Safety (OH&S) responsibilities regarding their tree population are met.

Nursery Stock Inspections

Nursery tree stock inspections are undertaken to ensure that the tree stock for a proposed development planting meets the compliance standards and benchmarks contained within AS2303:2018 – Tree Stock for Landscape Use.


As independent, suitably qualified and experienced Arborists, we can assess and provide written evidence that the nursery tree stock is healthy, free of root girdling, fit for purpose and meets all compliance standards. 



This can be helpful to meet both Council requirements and to determine that the client is purchasing a quality product.
